Asbestos Survey & Abatement CoordinationMesa, AZ
How we line up the inspection, abatement, MCAQD notification and clearance steps that must happen before demolition or renovation in Mesa.
Asbestos rules are about sequence. Before many demolitions and renovations, a certified inspector must survey the building, any regulated material must be handled by qualified abatement professionals, and the local air agency must be notified. Skipping or reordering any of those steps stops a project.
We are a demolition contractor, not the abatement firm or the inspector. Our role is coordination: building the schedule around the survey and notification, sharing the findings with the right parties, and making sure demolition begins only once the earlier steps are complete.
Scope & Specifications
- Our role
- Schedule coordination and scope integration; surveys and abatement are performed by certified firms
- Survey
- Thorough inspection by a certified building inspector, with sampling of suspect materials
- Typical suspect materials
- Floor tile and mastic, textured ceilings, joint compound, roofing, pipe wrap, stucco and plaster in older buildings
- Local regulator
- Maricopa County Air Quality Department (MCAQD), with ADEQ as the state agency
- Notification
- Submitted to MCAQD before regulated work; timing and fees come from the agency, not from us
- Clearance
- Visual and, where required, air clearance before demolition continues in abated areas
Equipment We Use
Containment barriers and negative-air units
Used by abatement contractors to isolate regulated work areas

How the Work Is Sequenced
Identify the building age and scope
We gather age, use, planned scope and any previous survey reports, and flag likely suspect materials.
Commission the survey
The owner or general contractor hires a certified inspector; we share access, drawings and schedule.
Review results and plan abatement
Findings define what stays, what comes out and in what order; an abatement contractor sets the plan.
File the MCAQD notification
The required notice goes through the department's current process, with the lead time it specifies.
Clear, then demolish
Demolition resumes only after abatement and clearance documentation are complete.
Safety & Compliance
Rules, thresholds and fees change. Use these as a checklist of what to confirm, and rely on the issuing agency for current requirements.
EPA NESHAP 40 CFR Part 61, Subpart M
The federal asbestos rule for demolition and renovation: inspection, notification and work practices; enforced locally by MCAQD in Maricopa County.
OSHA 29 CFR 1926.1101 (Asbestos)
Worker-protection standard for construction work that disturbs asbestos; enforced in Arizona through ADOSH.
Maricopa County Air Quality Department
Receives asbestos notifications for projects in the county; confirm the current portal, lead time and fee with the department.
Maricopa County Rule 310 (fugitive dust)
Runs alongside the asbestos track for demolition and earthmoving; confirm any permit or plan requirement.
Mesa Considerations
Local note 1
Buildings from before the 1980s are common across Mesa's older corridors and downtown core, and are the most likely to contain legacy flooring, ceiling or plaster products.
Local note 2
Arizona's stucco-and-block construction does not remove the question; stucco, textured finishes and roofing products should be sampled when the building age warrants.
Local note 3
Because MCAQD handles notification countywide, a Mesa project follows the same county process as neighboring Valley cities; the City of Mesa permit is a separate step.
Asbestos Survey & Abatement Coordination FAQs
- Do all demolitions need a survey?
Federal rules have different thresholds and exemptions that depend on the building type and use. Ask MCAQD about your case; for commercial and multi-family projects, an inspection is the norm.
- Who files the MCAQD notification?
It depends on your contract. We confirm in writing who is responsible so there is no gap.
- How long does abatement take?
That depends on the quantity, the material and access. The abatement contractor sets the duration after the survey.
- Can demolition start during abatement?
Not in the affected area. Demolition can begin elsewhere only if the plan keeps the areas separate and the agencies' rules allow it.
